On Wednesday, May 6th, the reconvened Membership Meeting for the 2026 Election will take place. At the meeting, the quorum will be reduced to 20%. At the April 8th meeting, the Inspector of Elections announced that 120 ballots had been received. In the 2026 election, three directors will be elected and their terms will be for 2 years. (In 2027, the terms for Cristina Olcomendy and Chuck Moore will expire.)

DownloadAssembly Bill 130 went into effect on June 30, 2025. It amended Civil Code Sections 5850 and 5855, within the Davis-Stirling Act, to limit HOA fines to $100 "per violation" - unless there is a health and safety issue.
In the fall of 2023, the Continental Casualty Insurance Company refused to renew the PMA's Directors & Officers (D&O) insurance policy. This was because the Board had filed claims in January 2021 (because it decided to defend its defective election rules) and in September 2023 (because it had failed to carry out annual elections and because it refused to place all 5 director positions up for election). The PMA's "regular" D&O policy used to cost $3,400 per year.
In December 2023, the PMA Board obtained high-risk D&O insurance from Lloyd's of London. In 2024 and 2025, the PMA had to renew the Lloyd's of London policy. See the PMA Annual Budget Report, which shows a charge of $25,060.
The May 6, 2026, Board meeting will be held immediately after the membership meeting for the election.
Because the PMA Board does not currently have an "Architectural Committee," the Board performs all of the architectural reviews.
The Articles of Incorporation state: "The specific and primary purpose of this corporation is to be a residential real estate management association organized and operated to provide for the acquisition, construction, management, maintenance and care of property owned by this corporation, property commonly owned by the members of this corporation, and property owned by the members of this corporation (collectively, the 'Association Property')."
The hierarchy is: 1) The Articles of Incorporation, 2) the Declaration of Covenants, Conditions, and Restrictions (CC&Rs), the Bylaws, and the Operating Rules. For example, the Election Rules are Operating Rules.

DownloadIn the 2024 Budget Report, the PMA Board included a "slush fund" of $18,358 for "Insurance Deductible." As a result, the Board increased each 2025 Regular Assessment (paid by the 342 sets of members) by $50 more than it should have. In addition, the Board can borrow funds from the "Reserve Account" for litigation, if needed.
The PMA has three "Common Areas," that are for our "Tot Lots." They are located at Elmview Drive (Parcel D), Laurelwood Drive (Parcel L), and Valleyview Terrace (Parcel P).
Because the Association is a "Non-profit Mutual Benefit Corporation," these forms are published at the California Secretary of State's public website at www.sos.ca.gov. The form that Bayside Management filed is inaccurate because the address for the two Officers is not in Petaluma (at the Steward Property Services address).

The CFD "facilities" include the linear parkways and soundwalls along Ignacio Blvd - all of which is on property that is controlled by the City of Novato. The Novato Public Works Department provides the services to maintain the parkways and the soundwalls. The City of Novato previously stated: "The (CFD) issued bonds in 2002 and most recently re-financed the bonds in 2020. The final maturity of the debt is 2032, but the services/maintenance component of the tax continues in perpetuity." In March 2020, PMA Board member Pat Eklund requested an opinion letter from the Fair Political Practices Commission (FPPC) about the maintenance of the Pointe Marin CFD. The FPPC concluded: "No facts indicate that a change in status quo is at all necessary, let alone to the City's benefit." This means that the City of Novato will not transfer its maintenance responsibilities for the Pointe Marin CFD to any other entity - including the Pointe Marin Association.
